Whenever possible, giving your plant distilled water (not bottled drinking water, which can be tap or mineral spring water,) rain, or condensate from a dehumidifier or A/C can help keep it looking its' best. Dracaenas are sensitive to various chemicals in tap water (that can't evaporate if water sits,) so using as little as possible can really make a difference, even if it's a summer vs. winter thing. I have too many plants to not use tap water while they're inside for winter.

Changing the soil every year or two can also help keep potted trees looking their best, usually recommended between late spring & early fall.

If it does, nobody has put a pic that I can find on the internet. Never seen anyone show a pic of their plant blooming. Unlike its' cousin, corn plant (D. fragrans) which does bloom and is known to do so on potted plants (if old/mature enough, and within conditions it finds acceptable.)

This palm I have in the same room blooms, but it is so plain, I just cut them off. Indirect light for both
