Yes it is and it isn't some little parking lot median it is on a good size street. We were in Vancouver last summer and the city is just amazing. There were rain gardens around the street drains, elaborate planted crosswalks and roof top gardens with full sized trees on them.
You can see in this one the opening at the curve to direct the water into the Rain garden and there is a good sized street drain in the middle .

This is a crosswalk planting it is at an intersection of several streets and you can stop and wait to get across the next street. Can't see the walkway but it is there.

Vancouver? Well that explains it, for sure. Did you manage to get to Victoria while you were in the area? I think the city planting may be even more intense. I had serious envy attacks when I've visited that part of the world.

Oh Yes we did get to Victoria and saw the Butchart Gardens It really is an amazing area.
