I just proposed a merging of two database entries for Plumeria. It appears in my little side box of proposals waiting to be approved (since I am the database moderator for this genus) but I can't seem to approve it. What am I doing wrong?

Merges have to be performed by the admins because they often entail a lot of preparatory work the mods aren't aware of. I'll send you a tree-mail to explain, Hetty.
