I think If you spray the concrete down with water before you apply it, it should work. I have a step out front that I did. Been several years but it still looks good. Got to get you a picture...

They box it up and poured the concrete into the form. I had a butterfly that I sunk into it. They were looking at me so funny. But I like the way it came out.

I worry about slipping on glass surfaced steps. I think that is a product of getting older as I have baby-proofed, now grand baby-proofed and I am thinking of geriatric-proofing...

For some reason I have two front steps and that one I don't use a lot. I usually keep plants on it.
I know about that fear of falling. I got a silly dog that loves to jump up on me and sometimes I'm scared he is going to knock me down and break something. But my big dog, Missy, makes him behave.
