As my coleus continue to progress Ive noticed the juvenile leaves (circled)are just hanging to the side.. Am I correct in assuming that I should cut these little shoots off??

NO!

When the plants get a bit taller and have a few sets of leaves, you can pinch out the center to have bushier plants.

Like Arlene said, NO!

Those "juvenile leaves" are cotyledons and they are photosynthesizing and providing food to your seedling.

When the plant no longer needs the cotyledons, they will yellow, shrivel, and fall off on their own.
