I want to repost my bird's nest fern-can I pot it down so that the soil is near the bottom leaves? (The old leaves have been trimmed off so it has a neck about 2" long)

Gene is right. If you add soil above the existing soil line, the added soil may cause the existing bare stem to rot and then you will lose the plant. You can set the plant lower down in the pot so the lower leaves are close to the pot rim. Just don't add soil on top of the original rootball.
