I planted allegro poppies from pots two years ago. Both plants grow healthy green leaves but neither has sprouted a bud in two years. Any idea why I just get leaves? Thanks

They seem to get a lot of sun, usually from morning till about 5:00.

I've read that too much nitrogen can cause them not to bloom. Do you fertilize them?
