I agree, Arundo donax 'Variegata'. I grow it. It can be a spreader in good soil. We mow around it.

I agree it looks like Arundo donax. My friend has it and it takes up a HUGE part of her garden:


You may want to confine it to a pot so it won't get out of hand.
