I saved this cactus from my sister and am saving what I can from it. It has perked up from correct water and sun. Should I remove the dead parts or will they come back? And what kind of cactus is it?

Yes, take the dead parts off - they won't green up again. My guess is that its a Peanut Cactus - Echinopsis chamaecereus. It needs a LOT of TLC.
