It's a tortoise beetle:

If there aren't hoards of them can you pick them up and squish them or drop them into soapy water?

I tip my hat to you. I recognized the shape - we have a problem with golden tortoise beetles here on sweet potato and morning glories so I figured it must be a relative and checked for other species, found that one on Bugguide. The golden one is actually very pretty even if it does pepper the leaves with holes! It probably doesn't have much impact on the plant, just makes them look less esthetic.
