This plant was mis-labeled as Geum Mrs. Bradshaw.

It is an evergreen, with low-growing foliage for winter interest


Single blooms are held aloft on wiry, almost leafless stems; it has 1 inch single-petaled bicolor flowers (dark red center, pale reddish petals) that begin blooming in late spring / early summer that continue until (?) as long as they're deadheaded.

I think its a type of Potentilla.

That's a possibility, but as there are well over 100 species within that genera. . .

Among other possibilities are false strawberries and cinquefoils. . . and let's not neglect another species of Geum!

Cinquefoil and false strawberry are common names for various Potentilla. The false strawberry has yellow flowers so seems unlikely.

There is an old potentilla called Miss Willmont that kinda looks like that. It's a place to get you started....

@Leftwood Initially, I thought that was a match. . . until I compared foliage and flowers! On my NOID, the leaves are short and fat, rather rounded on the ends; flowers lack the yellow anthers ringing the dark red central eye and a red basal ring on the petals.

I might have missed an ID when perusing the database before posting this here in the "Plant ID" forum; I don't think this NOID is in the database.
