roses are on sale at discount store in Connecticut for $1 on June 17. is it too late to plant roses?

Northern California (Zone 9a)
Never too late to plant a $1 rose, in my opinion. Keep it well watered and create some shade for it on hot days. If it doesn't make it, you've only lost a dollar. If it does make it, you have a great bargain rose!
