It looks like a wild rose that is growing in the parks around here. Hmmm... maybe not wild (growing in a park) but the growth is very distintive - compact and busy.

I believe there are now some Timmys in the USA. Welcome! prof. From the leaves I would guess it is a Rugosa rose or cross thereof. They are used a lot in landscaping in my part of Canada at least.

I agree with Rosa rugosa hybrid, I have 'Hansa' which is highly scented and robust. The colour is like the one in the next link but yours looks darker.
