a few of the potato plants have wilted. when I look closely I see that the stem has rotted. What is going on?

Hard to say but it sound like you may have Black Leg or Soft Rot.

Dig up your potatoes and compare them with pictures on the web of potatoes suffering from one of these problems.

Can you show us a photo of your plants that are having this problem?
