Ice plants are one of my favorite plants and I've started many from cuttings but I wanted more variety some and I bought seeds. I sowed the seeds over 2 weeks ago. They germinated very quickly but it's been over 2-3 weeks and so far this is all they're doing (see attachment). They often look like they're on their last leg but none have died...but they're not doing anything either. Is this typical of ice plants or is something wrong or am I just impatient? What can I do to get them to start looking more like ice plants?

Looks like they are doing what they are suppose to be doing and germinating I just read that you just need to scatter the seeds and do not cover them up so they can start to germinate

With really small seeds (presumably the case here) you need to sit back and wait for a while, up to months, before there's a recognizable plant that you can transplant. During this period I typically leave the baby plants covered with clear plastic to keep the humidity up, and water from the bottom every so often so as not to disturb the surface. There are lots of ice plants and you might have some luck figuring this out if you can identify the genus and/or species. 2-3 weeks is a very short period to expect any kind of growth from a small seedling succulent. Patience is often the hardest part of this process.
