It does look like plantago, but I've never heard of a leaf as big as a hand before. Plantago rugelii and P. major are the common ones, and they top out at half that size (and are usually smaller).

As Feng suggested, the size of the plant depends on soil conditions. Here I have found them flowering with leaves not much longer than an inch to over six inches.
