Can someone identify the problem with my climbing rose? It has a powdery mildew look, several tiny specs and holes in the leaves, and not a single blossom.

the cottony stuff on the stems almost looks like the castings from leaf hoppers.
edited to add, the rest of it looks healthy green, other than the holes. Try washing them off and seeing what happens?

Not sure about the third picture unless it's related to the scale. Fourth looks like it could be powdery mildew or have you sprayed with something?

I applied Bayer rose care about 4-5 weeks ago but nothing since. Should I apply more Bayer 3-in-1?
