Hi Robin,
It's just a paper wasp. They're not as aggressive as other wasp like hornets or yellow jackets. It's best to just leave them alone.
They are social and can sting repeatedly, however they ARE beneficial because they parasitize bad bugs in garden area. They make small grey nests from old wood they've scavenged.
