I'm not quite sure what this plant is but it is taking over my flower garden. I tried to tie it back but it looked horrible. Can I trim this in some way?

Those are annual flowers, cosmos. Looks like they just got planted too close to other plants. As annuals, they grow fast, bloom and then die at the end of the season. Not sure if you cut them back that they will continue to send up blooms but perhaps you can trim some of it that is encroaching on the other plants. If there are more than one, perhaps thin some out.

Everything in that garden is an annual.

Not without a visit from a clairvoyant, or if Smartin wants to add that. ;)

I lived in Zone 8b in Central Callifornia and my Ipomoea never lived through the winter.

Ipomoea batatas is perennial growing them outside there natural zone where they can't survive does not make them an annual.
