I notice that amazon has a number of foods to make plants bloom.
There is one that is for near tropical and tropical plants.
Can any of these cause inflos to grow on plumerias?

I sometimes use bloom booster, I don't get a lot of blooms when I don't. The high middle number helps with the blooms.
