I bought dormant rose bushes from Walmart in April. Some are wonderful and some arent.

There are 2 bushes that NEVER sprouted, the protective wax the canes have, are preventing the growth I believe...what would you do?

I am sure the wax is not helping the rose, but I don't know how you would get it all off. I have a feeling that the non-sprouters are beyond help at this point.
