If it is a sewer line I would say go for it but no trees or large shrubs. If it is a field line for a septic tank then nothing bigger than small perennials or grass.

Realize that at any time if a problem develops, the line could be dug up.
It might not even get dug up by hand, but by machine. I would not plant
anything that has sentimental value near. May you have a joyful week!

The best time to plant any shrub or tree is fall or early spring. The other best time to plant is when you have time. Just remember when you plant in the summer you can expect some leaf drop and have to water more.
