Bee Balm flower within a flower

I have a Bee Balm plant that has grown a flower right out of the middle of another flower three times now. I've tried to find out if this is normal on the Internet with no luck.
Any thoughts?

Looks perfectly normal to me.
My monarda didyma are never worth taking pictures of... But I located a couple of pics of monarda punctata.
And one of the seed heads...
