My Dwarf Alberta Spruce has what appears to be a pine tree top. I have cut the top off two times and the top grew back as a typical pine tree top. Odd looking but beautiful. Has anyone experienced this phenomenon?

Welcome! Looks weird, doesn't it! The top is still a spruce, your dwarf spruce has reverted to a normal spruce. You can see a picture of another that did the same thing here:
