I have some old pseudobulbs from our noid mini-cymbidium. It has been moved to a different pot and it has gone really wrinkled. Seems "eyes" are coming about. My question is, do you water the media at this stage or just let them be and observe if it does recover?

I would leave it be if it was my orchid, although if you live where the temperature is above 76F then I would take it outside and pray that it grows, and water it if if is warm enough for the substrate to to be dry by nightfall.
