Yes, damping off. Its caused by a fungus that grows on the soil surface and attacks the stems of the seedlings. When you plant your seeds, use a fungicide on the soil surface - saturate the soil surface after you plant your seeds. Cinnamon is a natural fungicide that you might try AFTER the seedlings have germinated - the seedlings have a hard time growing up through the cinnamon. Once the damping off starts, the plant will be lost. There is no cure, just prevention. Damping off can be caused by re-using soil without sterilizing it, too high humidity or overwatering. Try to keep the soil surface as dry as possible and use new soil for seed germination.
