There are leafhoppers in the picture too. You could try spraying the beetles directly with insecticidal soap. It works better on soft-bodied insects but may still work.
i believe squash bugs or cucumber beatles.there suckers.spray w malathion w 1Tbl dawn dishsoap to gal.water every 7 days.or bio! Use Pyrethrim or Neem Oil. They boogers to kill. Good luck !
