When to plant is determined by where you live; planting times are different for everyone. The best we can do is suggest a last frost date but even that is just a guess that will be affected by weather patterns and micro-climates within your area. Look up your zone (in the left sidebar) and read your seed packages. And then do what the rest of us do: obsess about whether we got it right.
