It looks a lot like Verbascum 'Southern Charm.' It may not be the exact plant though.

If you look up Verbascum chaixii album in the Database, you will see some images similar to your photo.
I just tried to transfer a photo of mine from there, but it got mixed up with an Echinacea Green Jewel photo that I had just put into the Database. Confused Not sure how that happened!

Anyhow, I think you will find that to be your plant. Smiling
