I fell in love with it the minute I saw the photo. Is it very hard to keep it watered enough to stay healthy?

It does need daily watering. During extremely hot weather, sometimes twice daily. I do try to soak it in a very large tote during the extreme heat.
I also have a nearly lifesize garden "belle" that I made from moss & chicken wire. This photo is from early in the season. By mid Summer her hoop skirt is enormous. She rarely needs to be watered, as the packed moss really holds the moisture.
