I want to try straw bale gardening next year so last August I acquired 4 straw bales. I have them outside on pallets but am wondering if I should cover them with a tarp for the winter.

The whole idea of straw bale gardening is that the bales are starting to compost. I would leave them out for the winter. If you cover them, they may not be able to start the composting process.
