I use timed release fertilizer which you only need to use every three months Big Grin like Dynamite 13-13-13. Occasionally they may get a shot of something else like Charley Tea Whistling or seaweed extract or whatever I happen to find at the store.

Looks like insect damage, I would not worry too much just keep an eye on what critters are at work here.

that is rather abnormal. it probably has something to do with the fast growth. look at how far the leaves are spaced apart on the branch. looks like that plumeria is was growing too fast.

No water at all in the winter, easiest is to bareroot them and just ignore them, keep them frost free is all. They will go dormant and lose all their leaves. Then in the spring you can pot them up again and start watering and they will start making new leaves. And blooms, hopefully. Smiling

Unless you are seeing new inflorescences forming now, I doubt you'll see blooms this year with your shorter season. But I am still getting plenty of inflos, so you still have a good chance.
Shake off dirt and put in paper is fine, keep frost free is what matters most.

Flower stalk. When it first starts out it looks like a tiny head of broccoli right at the tip of the branch.

Wait for the leaf.....
If it's getting dehydrated you can mist it a bit.

I bought some cuttings from a gal that advertised them for $1. Well, the bigger ones were $3, but she gave them to me for the dollar. I got 10 of them, wow I'm getting carried away. When they calloused over I dipped them in water and root tone and stuck each one in their own pot. Every one seems to be gowing, check on them every day. I have a couple white ones, yellow ones, and some the gal called candy. I'll patiently wait to see what candy looks like. It is time for worm tea so today I'll mix some up.
