Looks like a Lobelia to me.

There's two types of bedding Lobelia, a trailing one for baskets and a bush one which can be used for baskets or either in the ground but the bush one is preferable for the ground.

And they're easy to grow from seeds, too.

Different colors too. The bright blue is a favorite.
Last year I bought Lavander and pink for containers.
My personal opinion is they both look white from my height.

I don't care for the pink too much, but I do like the lavender when it's mixed in with white alyssum.
