A nail with a large head works really well for doing small cuttings or planting small seedlings. You use the pointed end to make a hole to insert the cutting and then use the flat head to smooth the soil around the cutting.

I use craft sticks which can be inserted for shallow or deep cuttings; and also use them for planting small seeds in the pots, just press down into the soil, drop the seed and cover using the stick. A Sharpie ultra-fine tip pen I also use to make markers with the sticks.
