I bought a creeping phlox from Home Depot last year it did great all summer long I planted it around my well casing has plenty of dirt and rocks in the soil so lots of drainage this spring it is completely Brown branching but it has some color around the roots I cut it back pretty close to the soil is it going to come back or is it dead should I just pull it

The Creeping Phlox May have died due to the harsh winter weather. Did you plant it in an area where the snow piled up?
Being that far north, I would suggest that in the future you mulch your flower beds and get a thick cover of leaves on them in the fall.
When the weather moderates a little in late February or March, you could remove the leaves. The plants would have no trouble coming up through the 3-4" layer of mulch. Both the leaves and mulch will generate a bit of warmth so your flower beds stay a bit warmer, more hospitable to your plants.

This is true!! I hadn't thought of that they are next to the well, driveway and sidewalk.... kind of in the corner.
I have attached some pictures for viewing. I trim them back last night, I am hoping with all the excess trimmed back, the roots seem still green ish that they will produce new life?
It looks like it had some growth starting on the bits you cut off? It should be hardy where you are, it is listed as hardy to zone 2/3. They grow without winter protection here, north of you in Zone 4. You need to give them a bit of time to get going again in spring to see how much may have died back, they can look pretty ratty to start with.
