My brother sent this photo, too. He said: "I’m also including a picture called “weed” of some sort of ivy –like plant that is the bane of our existence (as far as flower beds go, anyway). I would like to know what it is and what crazy radical action we need to take to get rid of it. It pops up everywhere from what looks like roots that can be 1” or more thick. There doesn’t seem to be any central point from which it is coming, although we have what looks like a long-dead stump from something."

It looks similar to little plants that I've found popping up all over my yard that I think might be Campsis radicans (Trumpet Creeper/Trumpet Vine) which is found in a lot of states. Sure is pretty but is invasive here in Florida:
