I'm in zone 23, sub-tropical S. California and this was given to me about 15 years ago...in truth, didn't care much for it and it was planted 'out', I mean 'OUT, on the other side of an acre or so, beneath eucalyptus trees, never gets watered, only seasonal rain, which here, is not much. I've recently started appreciating succulents and am digging them up. Do they flower? I don't know since I'm never down there to look at them, but there are more than the 'one' I was given, so I'm assuming they do. They have seeded. They look to be sedum reflexum though I'm not sure since they are woody and stout......
In any case, I've decided after all these years that I now like them....lol...
