I'll change the system so that the "Received by host" date becomes the "Deadline to send" date.

Tracking required/Not required, Must be sent to host by Priority Mail required/Not required.

These don't need to be dropdowns in the control panel. Only things that I program events on need to actually be in dropdowns. That information can and should be given in the welcome/rules infoboxes.
