The leaves are hairy, and there appears to be a very hairy bud in the second pic, could be a growth bud rather than flowers.

Plectranthus verticillatus 'Variegata' ..

Variegated Spurflower's attractive small tomentose round leaves remain grayish green in color with distinctive creamy white edges and tinges of lime green throughout the year. Neither the flowers nor the fruit are ornamentally significant.
