All states have plant shipping requirements . Some are more restrictive than others, California and Oregon being two of the most restrictive states. It is important to note that the reasons are to prevent infestations of insects or noxious weeds from entering states that don't have them . Soil bearing insect eggs/larvae , viruses , bacteria and noxious weed seeds can very quickly cause problems in a state where that problem didn't exist before .
