Photo was taken at the Zilker Botanical Gardens in Austin,Tx. I copied the metal tag at the base of the cactus. You are right. After looking at the other photos, it probably isn't Teddy Bear. I will request it be moved and also let the Cactus Club to recheck their tag. Thanks.
