Wintersowing is one solution.
There are other solutions.
Did you research what others have done to get those two to germinate?
There is a great deal of information here on ATP to help you get started.
We all learned to garden by doing gardening!
I direct sowed (outdoors) the Black Eyed Susan Vine last year in a container.
My zone is considerably colder than yours.
You could direct sow now and get flowers earlier than I did.
Morning glory seeds are very hard and maybe need to be scratched or soaked before sowing. I think if you read up on pretreatments, you could direct sow them where you are.
