I was on the committee that established the new guidelines for branching. The version in the Daylily Dictionary is the current one and was also published in the Daylily Journal of Summer 2013. I think the registration instructions have just not been updated to reflect this. Thanks for bringing it up, I will raise this with the relevant person at AHS.
