Cj, bark mulch is probably a too chunky for your seeds unless the bark is pretty well broken down. When the seeds germinate they send out a tap root to dig into the soil and the mulch would probably inhibit the tap root too much and expose it to air drying it out. A few might make it but the majority would probably dry out before they hit dirt.
