Probably both. Tender plants have a tough time in heat like that. They should be kept moist, but not wet. In hotter temps, things can quickly go from pretty, to floppy within minutes, almost like they pass out. When I was in AZ, I had to protect little ones like these. I kept them outside, but tried to find spots with no direct sun and somewhere that was on the cooler side, like behind a pillar. If the concrete was too hot, that was also a problem. When it got to be 100, then I had to move them to the coolest spot I could find- was a little challenging. But I would still take 89 degrees over snow....... :)

Edit: Should've included that under a tree probably isn't enough protection, would be too warm.
