It could just be the sap from when the leaves where snipped off. As long as they are not turning black and shriveling, they should be fine. They can seem to take forever to leaf out.
My new ones are just showing signs of green at the tips.
Dino usually does not cut off the terminal growth tips of branches, just the leaves to 1/8".
