I do agree on H rosa-sinensis. This is an old cultivar that has found a new audience.

Hibiscus rosa-sinensis variegata 'Rose Queen' is the original registered name.

"The Rose Queen Hibiscus is a unique and unusual hibiscus cultivar in that it's leaves are more showy than the flowers, so you don't have to wait for flowers to have dramatic and eye catching color. The leaves are variegated colors of bronze, red, jade green, and bright rose pink, and are very showy and eye catching. Hibiscus Rose Queen blooms profusely throughout the year with the classic single red tropical hibiscus flower.

The Rose Queen Hibiscus is an old cultivar that has recently been rediscovered. As with many hibiscus, it's known by lots of alternative names; Red Hot, Fire and Ice, Checkered Hibiscus, Cooper's Variegated are a few. However, it's original registered name is Rose Queen.
