Hi Terri -- I suspect that the tiny black bugs that you've seen are flea beetles; but they don't ordinarily seem to do any significant damage to healthy plants. Maybe some sort of blight or wilt ?

Perhaps @Farmerdill will be able to shed some light on the problem!
