That could be mealy bugs or spider mites. I would not use rubbing alcohol, especially not on the green tips and in the sunlight, it could hurt your plant. Start with a strong jet of water and see if that clears out what is on there; if not you may need to resort to an insecticide. It's best to apply that in the evening after the sun is down.
