I agree that the soaking for 10 minutes is a good idea but not the soil part. I would use vermiculite or a mix of vermiculite and sand. Once the cutting has some good healthy roots, go ahead and plant it in the ground or in a pot of appropriate potting medium. Good luck and take photos to show your progress. Thumbs up
